POA/Cohesion/Combat/Tooltip overhaul

this is a very significant overhaul of a lot of basic systems. The combat coordination and appearance have changed to make units keep formation in combat better, if at the cost of seeming a bit stiff. The POA/Cohesion systems have been overhauled for resolving combats and morale checks, and that info is available on tooltip hovers. Also various bugs and so on fixed, but also probably introduced.
